Philippine OGP Action Plan 2013-2015 Draft Assessment Report now posted for consultation!
The draft assessment report of the Philippine Open Government Partnership (Phl-OGP) National Action Plan (NAP) 2013-2015 is now posted below for consultation. The document outlines how the OGP plan was crafted, and the progress in implementation of the good governance initiatives that were committed under the plan. The Phl-OGP Secretariat is encouraging members of the civil society and other sectors to review the report and provide their inputs until April 30, 2015.

Thank you for the opportunity to comment on the draft Self-Assessment Report.
We have 2 comments –
1) Re Commitment No. 4 related to the Seal of Good Local Governance (SGLG)
The Performance Target here is “Additional performance benchmarks on accountable, transparent and participatory governance and frontline service implemented.”
The report then cites the scaling up of the SGH to the SGLG and then marks this target as “Completed”.
I think this does not show an accurate picture.
The components added by the SGLG (to the former SGH) are focused only on frontline services as can be seen from the reports itself when it lists down the additional performance areas – disaster preparedness, social protection, environmental management, peace and order, etc. These do not address the main concerns of OGP and of the Performance Target – “accountable, transparent and participatory (ATP) governance”.
In a meeting we had with a DILG official around a year ago, this gap in the SGLG was acknowledged. It was then explained that while DILG wants to include ATP governance in the SGLG, they still had to develop the “metrics” for this.
It is thus worrisome that the DILG now marks this Target as “Completed” since this signals that they no longer intend to develop the SGLG to also include and in fact highlight ATP governance, as they should.
2) Re Commitment No. 6 related to BUB.
While we do not question that this is marked “Substantially Completed”, we must note that the BUB project completion rate for the 2014 projects is still very far from the target of 70%. This should be acknowledged so that this gap remains a major concern for this year (2015).
